Most adepts aren't willing to wear their aberration on the outside, even among fleshworkers the tendency is toward idealised shapes via horrifying means. Not for Billy, unlike the skinners who work their way up to bizarre aesthetics he started out with one. Crippled from a young age by severe brittle bone disease he dreamt of being able to unshackle his flesh from the prison of its scaffolding. When he got the chance he couldn't shed it fast enough.
The only thing left of Billy's skelton is his skull, he hasn't gotten around to figuring out a replacement yet, the rest of him pools fleshily while supported only by rigorously exercised, magickally-juiced musculature. His unique condition has given Billy limited control over his form. He can't squeeze under doors but can twist and bend in ways that make most people sick, good luck trying to handcuff him.
Based on his appearance Billy can't really go out in public for very long without unclenching, so he relies on clientele looking for their own modifications and cures for chronic illnesses, pressed into servitude to be his eyes and hands in the world. None of them last very long since Billy his as odious as he is strange. Most of them stick it out for at least a month or two given the rider on their deal: leave early and Billy gets to take some of your bones, the earlier the more and larger. No one knows what he does with them.

Personality: Creepy and too single minded to be as enigmatic as he would like to be seen. Butting against the limits of his own transformation, he is eager to share the fruits of his experience with others.
Rage: Wheelchairs and prosthetics. Shadows of what could be given to the people who need it most.
Noble: Cats. His industrial estate lair is full of them. They don't mind the way he looks or behaves.
